Health, Safety, and Environment Management

The Group attaches importance to safety, environment, and occupational health management, and fully implements along-term HSE management mechanism. To improve the effective implementation of management mechanisms in operations, the Group’s urban services business segment has formulated the Guidelines for Safe Operations ( 《 安全行動準則》), Interim Measures for the Management of Dangerous Operations (《危險作業暫行管理辦法》), Management System of Personal Labor Protective Equipment (《個人勞動防護用品管理制度》), and Management System of Production Safety Expenses (《安全生產費用管理制度》), and the Stakeholder Safety Management System (《相關方安全管理制度》). We have improved and revised the HSE Meeting Management System (《HSE 會議管理制度》), the HSE Accountability System (《HSE 問責制度》), the HSE Education and Training Management System (《HSE 教育培訓管理制度》), the HSE Inspection and Hidden Danger Investigation and Treatment System (《HSE 檢查及隱患排查治理制度》),and other HSE management systems according to actual management needs. The hazardous waste treatment business segment has formulated the Hazardous Operations Safety Management Regulations  (《危險作業安全管理規定》), Hazard Source Identification and Risk Assessment Management Regulations (《危險源辨識與風險評價管理制度》), Fire Safety Management Regulations (《消防安全管理制度》), Occupational health management regulations (《職業衛生管理制度》), Management Regulations for Environmental Protection Facilities (《環保設施管理制度》), Regulations for Hidden Danger of Soil Pollution (《土壤污染隱患排查制度》),and the Stakeholder Management System (《相關方管理制度》). All of which resulted in the standardization of HSE management in project businesses and an effort to improve their capacity for autonomous control.

To effectively protect the safety and health of employees during production and operation activities, we have established a Safety Production Committee (“Safety Committee”), with the Chief Executive Officer of the Company as the director, the vice president as the deputy director in charge of urban services and hazardous waste treatment, and the responsible personnel of departments serve as members. The Group has established HSE management teams led by project managers in each project. These teams are staffed with safety management personnel according to the scale of various regional business units, operation centers, and project companies; Specialized work mechanisms with safety management personnel from project companies and front-line safety officers are formed, and we continuously enhance the professional skills and capability of project leaders and safety management personnel through professional training and assessments. This helps strengthen the organizational functions of safety management and standardize the management of HSE matters throughout the project lifecycle.

The Group remains vigilant in ensuring safety in production, maintaining strict and meticulous supervision without any slack. We consistently adhere to the fundamental policy of “safety first, prevention-oriented, and comprehensive management.”, and continuously strengthens employees’ occupational health protection and management. We strictly abide by the Work Safety Law of the People’s Republic of China (《中華人民共和國安全生產法》), the Law of the People’s Republic of China on the Prevention and Control of Occupational Diseases (《中華人民共和國職業病防治法》),the Fire Protection Law of the People’s Republic of China (《中華人民共和國消防法》), the Regulations on the Safety Management of Hazardous Chemicals (《危險化學品安全管理條例》), the Regulations on Emergency Responses to Work Safety Accidents (《生產安全事故應急條例》) and other laws and regulations related to occupational health and safety production. With reference to the ISO 45001: 2018 Occupational Health and Safety Management System Requirements and Guidelines (《ISO 45001: 2018 職業健康安全管理體系要求及使用指南》), we continuously improve the Occupational Health and Safety Management Systems Manual (《職業健康安全管理體系手冊》), the Personal Safety Labour Protection Management System (《個人安全勞動防護用品管理制度》), the Safe Production Expense Management System (《安全生產費用管理制度》), the Interim Management Measures for Hazardous Operations (《危險作業暫行管理辦法》) and other safety management systems, and strictly implement safety production management and standardize production behavior, to reduce safety production accidents, and ensure employees’ health and safety.

Multi-scenario emergency drills to enhance the responsibilities of on-site personnel

To improve the self-protection abilities of front-line personnel in emergency situations, various emergency drills were organized by the Group’s subsidiaries, including fire drills, hazardous chemical incident handling drills, electric shock emergency drills, vehicle injury rescue, high-altitude fall rescue, transfer station machinery injury rescue, and extreme weather response drills such as heavy rain, flood, and high temperature. A total of 57,100employees participated in the drills, significantly enhanced their emergency response and handling capabilities.

Nurturing a safety culture to ensure “Safety Awareness for All, Emergency Response Skills for Everyone”

In 2023, the Group closely followed the themes of “Obeying the Safety Production Law and Being the First Responsible Person” and “Safety Awareness for All, Emergency Response Skills for Everyone”, and carried out a series of diverse and engaging safety education promotion activities and trainings in depth.

• “Safety Publicity and Consultation Day”, safety commitment oaths, safety knowledge contests, and firefighting skills competitions.

• Comprehensive hazard inspections, emergency drills, and cautionary education with accident cases.

• Specially invited professional organizations such as the traffic police detachment and the Red Cross to provide employees with special training on vehicle accident prevention, emergency response, and first-aid skills. 

Through these activities, the safety awareness and emergency response capabilities of employees have been strengthened, their safety awareness and safety quality have been improved, a strong safety culture atmosphere has been created, and a solid foundation has been laid for the continuous stability of the Group’s safety production situation.

“Driving School Retraining” for all employees to create a traffic safety atmosphere

the Group organized the “Driving School Retraining” traffic safety special rectification action for all employees. Using a combination of theoretical knowledge tests and practical assessments for motorcycle, C1, andB2 vehicle operations, employees’ awareness of traffic safety and vehicle driving skills were further improved, and efforts were made to prevent traffic accidents. This special action involved over 110,000 participants, covering all employees in the urban services business segment.

Conducting “Safety Publicity and Consultation Day” activities to increase citizens’ and employees’ safety awareness

To ensure a successful “Safety Publicity and Consultation Day”, the Group’s branches in various regions and projects set up safety production publicity and consultation stations to carry out safety publicity and consultation activities for the general public and employees, fostering a positive atmosphere of “focusing on safety and caring for life” among all employees. During the event, more than 49,000 promotional materials were distributed, as well as 106 promotional display boards and over 10,000 banners. Through safety publicity activities, the Group establishes the image of the Group’s emphasis on safety development and increases citizens’ and employees’ safety awareness.

“I am a safety whistleblower”, preventing safety hazards fromoccurring

During the safe production month, the Group actively carried out the activity “Iam responsible for safe production, I am a safety whistleblower” in order to further playthe supervisory role of the majority of employees and strive to form a good situationof supervision by all staff. More than 20 projects, including Xishan, Lankao, Gulang,and Liquan, based on their own characteristics, postedsafety posters, and set up safety warning signs in publicareas to mobilize employees at all levels to pay attentionto safety, find hidden dangers, and plug safety loopholes,creating an environment where everyone strives tobe a “whistleblower” and prevent safety hazards fromoccurring. Statistics showthat 72 projects reportedmore than 200 on-sitehidden dangers.

Conscientious service on and off the field, helping insuccessful completion of the Winter Olympics

During the Winter Olympics, the Winter Olympic Village welcomed over 1,900 athletesand team officials from 126 national delegations, greatly complicating our serviceguarantee. To better carry out the Yanqing Winter Olympics project, we diligentlyimplemented the government’s manage measures,activated the emergency response mechanism.We went all out to ensure the Olympic event.We successfully completed the task during theservice period because of prior trainings before thecompetition and strict implementation of procedures,and our efforts were recognized by the OlympicOrganizing Committee.
